I'm going to wait before creating a new service account (and losing all of my progress on my existing one), to see if this is the issue.
However, I don't think even PC players with Heavensward (non early access) would have been able to play during that time, though someone correct me if I'm wrong. Theoretically, this means that there was an hour of play time for non early access members if they got this bundle. It may also just be miscommunication between Square Enix and PSN, because although the bundle became available at 9pm PDT, there was scheduled maintenance between 10pm and 2 am PDT. If it's true that this version of the game is only for new accounts, then I want to see where it states that in the product description because that's pretty stupid if that's the case and would be a dumb move on SE's part.0
